The Head of Eurofound’s Brussels Liaison Office (BLO), based in Brussels, Belgium, (BLO) is a key role which is responsible for acting as Eurofound’s link at EU level, supporting the Agency in strengthening and broadening the exchange and cooperation with EU target audiences in order to expand Eurofound’s visibility and its impact on EU decision-makers and policy-making processes. The role-holder is a member of the Eurofound management team and is responsible for leading/managing the Liaison Office and its work programme.

The duties will include:

Planning tasks:

  • Developing and implementing a cooperation and promotion strategy towards the European Institutions and Eurofound’s stakeholders at EU level;
  • Advising on strategic developments at EU level;
  • Contributing to the corporate development of Eurofound, the preparation of work programmes and the communication strategy;
  • Ensuring the overall planning and coordination of the BLO activities and team.

 Implementation tasks:

  • Monitoring and reporting on legislative, policy and institutional developments at EU level;
  • Forecasting and communicating the information needs of European Institutions and Eurofound stakeholders at EU level, and coordinating the internal process;
  • Promoting Eurofound – including presentations of Eurofound at corporate level, developing cooperation initiatives and maintaining effective networking with EU institutions and Eurofound stakeholders at EU level, particularly the European Commission, the European Parliament and the EU social partner organisations;
  • Advising the Directorate on strategic political issues and cooperation opportunities at EU level;
  • Advising and assisting all Eurofound units on appropriate activities and cooperation with EU level stakeholders;
  • Representing Eurofound interests, where required, vis-a-vis EU Institutions and stakeholders;
  • Monitoring and analysis of the uptake of Eurofound findings and expertise by EU level stakeholders in EU policy documents and policy-making processes; contributing to the ‘Eurofound Performance Monitoring System’ (EPMS) process;
  • Production of management and strategy reports as well as presentations and notes;
  • Monitoring EU developments linked to the governance of EU Agencies.

 Regular meetings:

  • Participating in management meetings;
  • Maintaining close contact and ensuring effective cooperation with all Units, and particularly Research Units and Information and Communication (IC);
  • Ensuring regular exchange with IC on communication and promotion opportunities.

 Internal management

  • Coordinating and managing the BLO team and activities, including performance management;
  • Ensuring administrative and logistical links with the BLO landlord and other public authorities in Belgium;
  • Providing support to Eurofound teams when organising events in Brussels.
EU citizen with University degree, or equivalent, in EU social affairs or related area. • At least 12 years of post-graduate professional experience, with at least 8 years in areas of activity that are relevant to this post.
